Seeking help got charged by a fake FB account

On the 23rd December 2020, an automatic payment of HKD2000 was authorised by Paypal to Facebook via transaction 31609297TR841723V. I disputed this and Paypal has decided in favour of this scam. The problems are these:
1) I do not have any authorised payment to Facebook via Paypal (go through your system)
2) I do not have any authorised ad payment to Facebook (have evidence)
3) I did not make any ad payment via Facebook for last 90 days (have evidence)
4) the <removed> is a fake account, and it is well noted in the Paypal community that this is a scam
I demand paypal immediately rectify the situation by looking into the Case ID: PP-I-12784628 and respond immediately.
If anyone has any recommendations or suggestions for raising this or going public with this, please let me know. Thank you!
