Hi, slightly more than a month ago I made a purchase on a merchant's website and paid via paypal. I did not log into my account and simply paid using my card via the paypal option. So up till now I have not receive my purchase yet, but yesterday I checked the shipment tracking, it says delivered. I have been emailing the merchant since yesterday but up till now there has been no response. How can I seek a refund?
