I'm not familiar with text message communication occurring when there is a limitation placed on an account. There's always the possibility that a change to protocol has been made and such notifications are happening, but it's always best to be skeptical if you've received a text message that you believe may be fake. The best thing to do is not follow any links in the text message, and instead open a fresh browser window and go to www.paypal.com. Once you log in on the site, there will be messaging in your account if there is any limitation in your account.
