Scamming

I paid someone using PayPal for a phone on facebook marketplace. The seller then proceeded to block me after I sent the money. I then reported it to the PayPal resolution center and they proceeded to unblock me and said that my package was on its way. They asked me to resolve the case so they could use their account and send me back my money but as soon as I did they proceeded to block me again. What do I do now?

Never close a dispute until you receive refund. If seller is giving you a line, you escalate to a claim for PayPal to step in:

Seller pulling your leg when they can refund you from within the dispute or by calling customer service to perform this action:

Call customer service and see if they are willing to reopen the case for you. If not, file dispute with your credit card if that is how you paid.

 

To contact customer service for assistance:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

Call early, during business hours, west coast time to try to get a US rep.
