Scammers and PayPal

I have going over my account and identified half a dozen known scammers using PayPal.
While PayPal does an excellent job handling fund returns it is my opinion that they need to police themselves better.
They apparently have very low standards on who they allow to use their services. PayPal take some responsibility for this practice as you are not trying to stop it.

How can paypal police over 254 million paypal accounts worldwide??
They are a payment processor, they give you 'some' buyer and 'some' seller protection which you are supposed to read up about and then risk assess your own transactions.
Advice is voluntary.

You are right to a point. Bear in mind they have the resources, computers, and data bases we do not. This doesn't even mention the legal backing they have.
Again you are right to point we all need to take responsibility for our actions, which we do very rarely anymore but to expect some input from them is not out of the question
