My case was also denied like many others. According to the dealer my camera was sent 2 weeks before I ordered it out of LA (the tracking stated it came out of Las Vegas)...How did Paypal not take notice of this. I have asked to appeal the decision before I seek legal action. Even my mail person noted that she hasn't delivered a package to me in months and stuff like this is tracked. I have asked Paypal to send me the contact information for their legal department. The fact that they are not taking calls during this time is bullcrap.
