Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) or Significantly Not As Described (SNAD) dispute.
If you sent payment as friends and family, there are no refunds as its considered a "gift payment".
Your only other recourse is if you paid with credit card, contact your card issuer to dispute charge.
