Scammed on Depop for $100 and Paypal Denied my Case

I have come across at least two or three other posts identical to mine. There is someone on Depop selling electronics and then sending false shipment information to Paypal. I tried opening a case and it was denied after a few hours, even though I had proof that I was promised a refund. I never received my item and now I am out over $100. I NEED HELP. Please.

Need to file police report, go the post office or courier to report fraud and get official documentation from their investigation that says the tracking numbers are fake, if you're in the US file a report with ic3.gov, gather all this info and submit it to PayPal on appeal as pdfs.
