Scammed and PayPal is Providing No Support: Where to Go From Here?

So I admit I was an idiot and got scammed on a product through EBay. I realized it might be a scam, so I submitted a dispute through PayPal. This is the issue, PayPal has a 30 day policy before they automatically close cases, and the seller provided documentation that they were shipping the item (which coincidentally had a shipping date expected after the 30 days). So the case closed, and I have an item that hasn't moved in shipping, so basically a scam.
I contacted EBay and they said they can't refund me because PayPal has the dispute still up. PayPal claims that it's not their fault (it took 2 hours to get a representative), that I need to contact my bank to freeze the payment. I can't do this, it was already processed two months ago, as I tried to explain to the PayPal representative, but they didn't want to hear it.
Anyone have advice on where to go from here?
