pandemic coronavirus (covid-19) emergency. There is a reason why the claim went favor under the seller and usually the disputes team will notify you about it. I highly advise to check your email first for that's where they normally send the details, tho you're still welcome to file an appeal, this link may help you:

I appreciate by the way your quick response for this. I see, it is true that PayPal Purchase Protection only covers goods or services that weren’t delivered or are not as described not items that doesn't meet your standard, so basically that's the reason why this claim is not being covered. Fullmetalwear.com is a scam company from China. They purchase fake knock off jackets from www.aliexpress.com for pennies on the dollar then turn around and sell for around $100 using stolen photos of jackets that are high quality in the $300-$500 range. What you get is a worthless garment that looks nothing like what you purchased. They claim they will refund only to string you along & buy some time. Once they've scammed enough people they shut their website down and make a new one.
