Is the payment marked complete but the seller for some reason cannot accept payment because maybe their account is limited and cannot provide documents?
If this is the case, then open a dispute:
Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file a dispute.
Whatever you do, do not file unauthorized transaction, PayPal will close the dispute because no one broke into your account to send payment.
