I'm sorry to hear that you have not received an item that you purchased. If the transaction was made through your PayPal account after logging in, you will be able to dispute it in the Resolution Center. If you made the transaction as a guest transaction by entering your card number at the time of the payment, that option will not be available unless you created your account through the link in that transaction's receipt. Please contact customer service to discuss options if you cannot find the transaction in your PayPal account to dispute it.
