Scam purchase. Must return to China - address given in Chinese.

Scam purchase. Must return merchandise to China to get refund. 

I have virtually no way of shipping this item back. It was a classic bait and switch. Seller advertised item that was worth $75 for $27.99 and shipped me two dollar store pieces of crap. Now, to get a refund, I have to ship the items back  and the response from the seller was an address in Chinese. There doesn't seem to be any way to escalate to speak to a human being and get some resolution here. Can anyone suggest any solution or is this just another teachable moment? An additional peril is hoping that Paypal will refund me the shipping costs which are sure to be equal or more to the cost of the item in the first place.

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country.

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
