Scam item on facebook sale

I bought an item from China which was advertised on a facebook sales page. The item received is significantly different to the item ordered.  The buyer wants me to send the item back but pay for the postage before they will offer a refund. The postage will be significantly more than the item is worth (£17.60) meaning if they say that there is any sort of problem I will be the original cost of the item ($40) plus the postage cost out of pocket. It would appear looking on facebook that this is not a one off occurence.

 

Because the company has offered a refund (with strings) I can't escalate the dispute to put across the extra information, HOW CAN I DO AN ESCALATION?

Deny the offer. Isn't there a way to deny offer and escalate on the dispute in the resolution center?

 

If not, contact customer service on how to proceed:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or other contact options.

Realize that even though you do not accept their offer, when escalate to PayPal, they will also require you to return item but at least you get your money back upon proof of delivery of return.
