ordered battery powered hand held chain saw they shipped a chain with two hand straps resolution is for me to ship the 2 dollar tool back to them in china at a cost that will probably be most then the original charge and may violate the law as i do not have a export license. paypals instructions for escalating do not work as there is no view button on dispute screen

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.

1. No return address on the returns policy............thats because the site will look as if its in your country (where they despatch goods from) BUT they will ask for returns to go back to China (returns depot) at a shipping cost nearly always more than the item is worth.
2. No contact telephone number............if you click on contact the most you will get is webmail or an email address.
3. No company address information.
4. Great looking items at bargain prices that turn out to be tat.

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

I originally thought the "hand chain" was either a mistake or a freebie which is common with some companies. 

My dispute with PayPal resulted in a ruling in their favor, basically because they came up with a tracking number from some chinese shipper.  

Apparently PayPal doesn't care that they are totally fraudulent.  They take their domain down, they take their email servers offline, and they don't even attempt to discover what was sold vs. delivered.

Advice:

* Avoid "too good to be true" ads

* Avoid Chinese crap

* Avoid PayPal
