I bought tickets for a Wiggles show last month to take my disabled daughter. I was not aware at first I was on a third party ticket buying site, and paid for the tickets using PayPal.
It was only after I paid that I was sent the e-tickets, and discovered that I had been charged 30% over the ticket price for them. That's when I went searching and discovered the site I was on was well known as a site used by scalpers and that in a lot of cases the tickets sold were not even real.
The tickets did turn out to be real, but I contacted PayPal in a dispute over the extra I had been charged, what with scalping being illegal and all. But their response was that they would not return my money because I had agreed to pay the amount taken.
So it would appear that scalping is perfectly acceptable to them. While I am thankful that my daughter did not miss out, which was a fear right up until we reached the gate, to know that PayPal endorses such activity is disgusting. I imagine this post will be removed, but I will post it elsewhere if it is.

There are ticket businesses that let tix be resold on the net these days. Stubhub, etc. Your daughter's happiness is worth it and she was able to attend the show. Doing your research on the merchant/site before buying is a must on the net.
Perhaps consider reporting it as a separate issue to PayPal so they can look into it:
Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or other contact options.
