PayPal decided a dispute in my favour, and instructed me to return the item to the seller for a refund.
Royal Mail has attempted delivery of the item, but the seller "appeared to be out", and has not arranged either re-delivery or personal collection of the item.
Consequently, the Dispute still shows as "Pending" on the Resolution Centre site, and I am concerned that the Seller is waiting until I am "timed-out", and the item returned to me!
I have attempted to contact PayPal, but I have only received an automated device, and it is not possible to speak to a PayPal agent about the issue.
How do I get my refund?

Phone again but this time DO NOT select any options, just stay quiet OR say Agent a few times to get put through a lot more quickly.
Advice is voluntary.
