These people sold me a camping tent but instead sent me a piece of garbage collapsible water tank thing.  At the time when I got the water tank, I couldn't tell where it came from or who sent it.  I recently started a Paypal dispute because I never got the tent I ordered but somehow the seller was able to prove it was delivered which is an absolute lie.  I work from home and never got it but did receive the water tank around the time the tent was promised.  After some internet searches I found that this is a 'Brush Scam'.  They sell you something nice and send you trash so they can 'prove' delivery and we cant get our money back.   I would like to think PayPal was smarter than this but I just got the email saying my dispute has been denied.

You should have opened a dispute for item received but not as described ie wrong item which you would probably have won.

Instead  you opened one for non receipt which is pretty much automated and as the seller provided trackable proof of delivery of an item then sadly you lost.

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say what happened then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?
