Rubbish help from PayPal customer service

This is the first time I have had to contact customer service over some non delivered goods. I feel the dispute process is overly long and very stressful - I have been asked to go and report the non-delivery of a pair of shoes to the police! I think they would think I was crazy. I just want a refund but this is seemingly too difficult to obtain without some documentation from the police. What a joke. Why aren't PayPal good at assisting their customers? They are at risk of losing my custom unless the matter is resolved very quickly now, as it has been going on for a very long time since I first reported the matter.
