Hi everyone I have here on paypal I need to give 2 refunds because these 2 people opened cases they returned the items but there money is on hold someone else opened a case I have $1.07 negative balance but the 2 refunds I try and it doesn't allow me too im thinking it's because the money is on hold I tried to contact paypal but there automated chat sucks community please help
