I'm sorry to hear you're running into issues transfer funds to / from your accounts. I can definitely understand how concerning that can be. If your account is restricted, you may have to resolve any restrictions or limitations before you may be able to transfer funds. You can normally find options to resolve your limitations in your Resolution Center.
