Rippped Off

Ok, so my money was taken, I never got any kind of a product, and yet I get Paypal message below.

Yeeesss, I authorized a payment for a Kayak and never got one. 

Soooo, why don't I get my money back....? Is there anything to do or anywhere I can appeal this?

Isn't not getting your money taken with no recourse to get it back the whole reason for using Paypal?

150 dollars I can't afford to just give away. So mad!

An unauthorised transaction means that an account holders Paypal account was hacked and used without their consent.
If Paypal check IP addresses etc and find that you were not hacked then of course the dispute would be closed.

Why did you not file for non receipt of item?

Was it because you paid using the friends / family option and so you could not file any other dispute but unauthorised?
