Ripped off by overseas merchant

I’m in a dispute over a product i purchased from a supposed US company but the item came from China. It’s not the correct item and the only way to get my $55+ refund is to return the item at a cost of $66. I turned down a partial refund thinking PayPal could do me justice. What a joke! Now what? How do I contact PP now? Everything I do takes me back to where I left off in my original dispute.
