My case number is PP-D-89083639. My issue is that i have to send an item back but its in China and there is no way i can read the address

You would need to contact customer services for an English version of the address.

Chinese sellers will do everything possible to stop any returns.

Failing that if you lose any dispute you may have the option of a chargeback if you funded your Paypal payment that way.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
