Returns process

Hi I wonder if this is normal, I've raiesd a "significantly not as described" with a vendor and he's agreed to give me a refund AND they've arranged a courier to pickup the item. My questsions are: they say they can't issue a refund now as I've started the process via Paypal and it's stopping them doing a refund now and B: is it OK if they arrange the return via their courier. What will happen if item goes missing?
