Returns of Goods for refund. Does Return Postage require a signature?

I was wondering what Paypals return postage requirements are. Does the return service require a signature on arrival or is simple tracking fine? Does it depend on value of goods to be returned?

Do what you have to do to ensure the return is protected from loss if high value and at the very least have tracking that can show return as delivered. Making sure the return reaches back to the seller is your responsibility.

I am actually the seller. The buyer was going to return a 7 kg parcel. The buyer posted a tracking number which shows a delivered but did not require a signature. We never received the goods. After talking to Australia Post they say the tracking corresponds to a letter service (items lower than 2kg). Paypal decided to refund the buyer. I appealed twice, still rejected.
