Return postage cost more than item worth!

I purchased an item from China and was scammed.  Pay Pal agreed to refund my purchase, but only after I gsve them a tracking number.  When I wen to the Post Office, I found out that return postage was approximately equal to the price of the item purchased.  President Trump is right, BUY AMERICAN!.
