Good evening,
A family member used my laptop and Paypal account to order something online. I tried contacting the seller, but he wouldn't issue a refund, so I initiated a dispute with Paypal for unauthorized activity, but they somehow concluded that it wasn't the case.
A few days ago, I received an email from the seller, claiming that I had received a full refund, since the item that they were completely out of stock of the item that was ordered.
Three weeks later, and still no refund has been issued, and now, I can't seem to find how to contact Paypal about this issue. When I go through the proper channels, it only tells me that Paypal is unable to complete my request, since I've already filed a case for this transaction, even though there have been new developments.
Can someone help me with this problem?

Only 1 dispute allowed per transaction.
As you are responsible for your paypal account then allowing another person to use it is against paypal rules.
Advice is voluntary.
