Return Shipping is Worth more than the product- am I being scammed?

Hello community,
I am hoping to get some advice regarding an eBay seller who has listed an item with a photo that did not match the quality of what was sent. It’s a costume dress I paid $20 for... and after several emails they accepted a return. The catch is, they want me to send it back to CHINA instead of San Francisco where it was delivered from. The cost of the shipping will be $17.25. Trust me when I say, this dress is hardly worth $5. After letting them know that they would be responsible for the grand total being closer to $38.00... for a dress made of thin lining material... they still want me to ship it back.
I have not opening any complaint or case through EBay or PayPal at this point. My fear is that I will be out $38.00 when they lie to me and tell me they never received the return or something. What should [Removed. Phone #s not permitted] ridiculous to me.
