Hi. One of my sellers has started a dispute because he has not recieved his item bought from ebay. a full refund has been returned to him decided by paypall. Now I see by the tracking number the item has been succesfully delivered to him. I have contacted to seller to return the refund back but he dosnt respond me. I contacted to paypall as well but the answer was automatically generated and was not enough to resolve this problem. what can I do to recive the paymant back? Regards

Firstly if you have sold something then you are the seller and he is the buyer.
Secondly when he opened a dispute for non receipt all you had to do was add a tracking number to that dispute and if it showed the item as delivered then you would have won. IF however the item was not delivered within the 10 days of the claim being open post-escalation then it would be closed in the buyers favour.
To be honest I can sell internationally and most items arrive within the week, so 10 days (as well as the time it takes before the dispute is open and then escalated), should be plenty of time for the item to arrive.
Once a buyer has been refunded neither you nor Paypal can force them to pay it back again.
However that does not stop you from taking private action against the buyer ie small claims court if you have enough evidence.
Sometimes just telling a buyer you are going to go down that route encourages a positive response in regards to a return of item or funds.

Try to contact Customer Service via phone i'm sure they can help you with that issue
or you can file a dispute for not as describe on your resolution Center
if all things Fails open a dispute on your bank or card provider !
