Restrictions on available balance

I have an available balance of $241.00 .. I have done nothing wrong nor a thing illegal with my account... Paypal is saying that I had suspicious activity a d as a result I am now no longer allowed to use Paypal and my available cash balance has a hold for 180 days and I can't close my account... How can I get my money and close my account...

Paypal holds your funds for 180 days as that is the same timeframe that buyers have to open paypal disputes.
So if no disputes are opened against you in 180 days then you are allowed to withdraw the funds.

However your account is limited by paypal to stop you closing it.

This is to stop you removing / re-using any email address or cards / bank accounts and trying to open another paypal account against their rules.
