Restricted account

I've had my account restricted for a couple of months with PayPal having me jumping through hoops. The problem started with one of the cards on my account and I requested the access code nothing happening phoning PayPal to be told the transactions would go through in a couple of days. I still didn't receive the transaction so another call to PayPal and I'm told it's a different card so I provide all the information requested and still nothing happens. The thing that really gets me is the card that started all this but PayPal tells me it's never been about that particular card is still showing on my account as the reason for the restriction. This has got to the stage that once I've paid my PayPal credit account that'll be me finished with PayPal.
