Restricted Account

My account has been restricted 1. I don't know why and 2. I cant un-restrict it because I don't have a Drivers License , Passport or Military ID.

So if someone could explain why that would be nice but it doesn't really matter but what I really need is it unrestricted.

A state issued identification card (non drivers license) would also be an acceptable identity document.
