I had a problem, I opened a dispute to pay for the purchase of a service that was not provided to me, the seller did not answer anything in the dispute, I did not know what to open the claim and that would be sorted out further, I thought that over time, they will return the money to me.
Now I want to restore the dispute in order to file a claim and ask paypal to return this money to me, how can I do it?

Sadly its x1 dispute per transaction so if the other dispute timed out as you didn't escalate it then you can't open another.
However if you funded that paypal payment via a credit card then they may help you with a chargeback?
Advice is voluntary.
