Response required but no option to state that items have not been received

PayPal have up held a claim made from a buyer that was already rejected on Ebay and the buyer very quickly entered a tracking code for the return, its 48 hour tracking from parcel force which is nearly up. I have messaged the buyer on Ebay and they have said that they have not sent the item yet. PayPal is asking me to respond to confirm in the resolution centre I have received the Item which I have not and I need to confirm this before 8pm tonight as that is when the 48 hours from the tracking code is up. When I click 'notify PayPal' in the claim details I only have the option to 'confirm I have received the item and no option to state I have not.
I get a pop up that says
o I've received the Item then a continue button.
why is there no option to select I have not received the item?
I am concerned if I do not do anything before the response time has lapsed the buyer will get a refund without returning.
