Responding to dispute

I had an email asking me to respond to a sellers answer to my dispute. When I enter my response I get an error message and then asked to return to the resolution centre. 6 times I have tried to respond as I do not agree with the amount a company is offering (only a partial refund for a product which is nothing like advertised, of dreadful quality and does not fit). I cannot even let them know the details of the return package sent (i.e. tracking number). It would appear getting a response from support/customer service is as bad as getting an answer from Yodel/USP/DHL or Hermes.

I think its a technical problem with the PayPal site as it was showing a error banner all weekend.
