Respond to costumer complaint

I was asked to respond to customer complaint in my account due to I have limitations on it but when I check the resolution center to respond my case but there is not case reported in my account I don't know how to resolve this problem and no way to contact paypal costumer services only rebot will attend to you now my limitation is still not resolved since two weeks now I need help pls

Hello Dear!

My friend has the exactly same issue, did you found any solution to that problem ?, he replied and closed all cases and the "respond to customer complaints" on resolution center is still unmarked!
