 hello can someone help me out, resolve my dispute case..

I have realized that I got scammed and the seller will not respond back to my Refund. I have not received the item I have purchased, and yes I have been scammed. but is their any way I could get my money back without contacting the seller? Since I have been blocked from contacting them...
