Resolution in-followerable request

Hello,

 

Can someone explain or help me understand this request please.

 

I am in the UK and ordered something that apparently was coming from the USA, it actually came from China. I firstly contacted PayPal because it was rejected from transit when I followed the tracking information. Once I contacted PayPal the product started moving within a few days but unfortunately arrived totally damaged.

 

Following the resolution process I was eventually asked to report an Internet or Cyber Crime via https://www.actionfraud.police.uk. I have received a resolve because I stuck to my guns and got to speak to a supervisor but I can not understand how damaged goods are a Cyber Crime.

 

can anyone help me understand please?
