I never received the goods I paid for but the seller somehow a delivery status from Royal Mail. I can assure people the goods were not delivered to my address. I live alone, asked neighbours and looked all about my property. Item not received PayPal has denied my dispute and I cannot afford to just lose that amount of money

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.
Check tracking in below link to see where it went.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

Advice is voluntary.
Kudos / Solution appreciated.

Royal Mail are stating they delivered to my address but currently not getting signature due to covid so it would appear I am supposed to just accept the loss

Has Royal Mail confirmed that the tracking number was delivered or that a parcel in your name to your address was delivered?

Royal Mail can't tell you whose name is on the tracking note, but they can tell you whether it was your name and address, and can often give a parcel weight.

If it's just the tracking number, the audit trail looks complete if a parcel with that number was delivered and signed for.

Get Royal Mail to confirm it was your name and address on that tracking number ... in my case and others, it wasn't.

Still didn't stop PayPal denying the claim, but that battle is yet to be fought.
