I recently filed a dispute with PayPal for an item purchased from China. Without going into the boring details of the dispute, the end fact is I did not receive the item. PayPal was provided with tracking numbers and delivery information so PP denied my claim. I have requested PayPal provide the information they received from shipper so that I can follow up with USPS Postal Inspector. PayPal ignored my request. Today I tried again to request the information and that dispute went directly to CLOSED status. How do I talk/chat/email a person to obtain the information I need to proceed?
Paypal phones are mostly non operational since covid but sometimes you get lucky. If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country. Live chat is randomly available. You can send them a message. Or have you considered contacting Customer Service via Facebook or Twitter? You can send them a personal message from their facebook or twitter pages.
