Resolution center won't let me create a dispute

The resolution center won't let me create a dispute.  When I'm in the resolution center I click report a problem and all I get is "No transactions yet".  There nothing else to click on create a dispute.  Is the system broken?

Click on the transaction instead and then click on report a problem at the bottom of that details page.

When going to the transaction like you stated there is noting on the bottom to report a problem as you listed

I sent an email to PayPal and received one back today to say that my item has been shipped! Apparently it’s from China, it doesn’t state what the item is that I’ve ordered just an item number.Not sure that I believe I am receiving said items, don’t know how PayPal can just avoid this issue? There is an email address on the info too but I’m pretty sure it’s the same as what’s on their own website
