Resolution center, slow going

Hi'

I opened a case in the resolution center against a seller, who sold en incomplete product, and then ghosted me for months.

The case was opened on May 5th. The case went on, and on May 30th, I was offered a full refund - provided that I returned the item, and paid for the shipping. Thinking, that I would closure quickly, I opted to return the item and pay the shipping even though I thought it was wrong, that I had to pay the return shipping for a useless product.

Here's the question, I swiftly shipped the item, and uploaded tracking information and pictures to document the state of the item, but I still haven't received my refund! Is this normal for PayPal to take this long getting me my refund, or is the seller doing something to drag out the case?
