Resolution center closed the case

I paid $300 for items that took longer than expected to arrive. When they did arrive the order was incomplete. Paypal has closed this dispute because the vendor can prove shipment. But they didn't send everything? It's nearly impossible to get a hold of anyone at Paypal. I've tried reopening the dispute but "something has gone wrong" screen just keeps showing up. Any help is greatly appreciated!

Sorry, you'll need to continue to contact customer service until you can get someone to change the claim reason to significantly not as described if the case itself is not letting you do it:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or other contact options.

 

Call early, during business hours, west coast time to try to get a US rep.
