I recently filed a dispute after returning product to seller for a promised refund that never occurred. The seller then contacted me stating "PayPal won't allow us to do the refund until you cancel the dispute created with them." This seems highly suspicious, but I haven't found a way to add this communication to the dispute.

Hello @DIWashington,
Welcome to the Community and thank you for reaching out to us. Please know that if a case is canceled it cannot be opened at a later time. Here's an article from our Help Center on if a case should be closed.
Thanks!

Try calling into paypal, go to their messaging center, paypal's facebook page, or go to their twitter to find a representative that can try to help you just do not close the case.
