Resolution Centre errors- Customer service failure

I need to reply to a buyer on the resolution centre but everytime I write my response I get an error. 

I am being ignored by the 'message us' service and i'm currently into 30mins of being on hold to the phone number. 

I have a time limit on fixing this. It's clearly an error with the site.

What should I do!? it's incredibly frustrating trying to deal with paypal currently and honestly isn't worth using.
