Resolution Centre closed an issue

I created an issue as I did not receive an item I paid for.  The sender sent something completely different, not what I paid for.  They were only offering a partial refund, or I could return the item to China at my cost and they will give me a refund.  I kept asking for what I paid for but they never addressed that question in the email.  The resolution centre has now closed the issue as they have a confirmed delivery.  How can I open this again and point out to PAYPAL that I did not get what I ordered.  Is there anything I can do?

This just happened to me as well. I got blocked by the seller been waiting on my items since the beginning of December. I open this case and the seller in china sends a bogus merchant delivery and now they closed my case.
