Resolution Centre: Please try again

I have been waiting almost a month to receive items from a merchant and had no confirmation of dispatch or any response. All I received once I placed the order was a Paypal invoice, nothing from the merchant. 

 

I attempt to use the resolution centre but get the following error:

We're sorry, something seems to have gone wrong. Please try again.
