The Resolution Center just closed my case without considering the basis for my dispute. The merchant provided PayPal with proof of a package being “delivered” to the open lobby of a 7-story condo building a week after I had moved out. I had emailed the merchant three times that the order should be canceled if it would not arrive before my moving date. I provided copies of my emails to the merchant. I also told PayPal that my former neighbor checked the lobby and found no packages addressed to me. Any advice on how to appeal this?
