Resolution Center. gives error for Ebay refund

Good day
I've made a purchase through Ebay for a software. The seller was removed and the product as well. The software was not authentic and I requested a refund. Ebay referred me to the PayPal Resolution Center for a refund.
I've completed the whole form and when I clicked submit PayPal displays a message that something went wrong on their side and that I must try again.
What do I do? Or what is my next step?
The displayed message:
"Let's try that again
Looks like something went wrong on our end."
